Director of Health and Human Services
Summary:
Administers and directs the Public Health programs and services conducted by the Public Health Department of the Township of Montclair; performs related duties as required. Work is performed under general direction from the Township Manager, who reviews performance for conformance to departmental policies and procedures.
Duties:
Plans, organizes and directs a public health program for the entire community consistent with the laws of New Jersey and the Township of Montclair. Formulates professional and administrative policies for the Health Department and reviews recommendations with the Township Manager. Consults with and directs through the Health Department staff a program of communicable disease control. Conducts studies, surveys, consultations and other activities as required to appraise the health conditions of the community. Manages existing Uniform Shared Services Agreements for Local Public Health Services. Conducts hearings and investigations, and compiles testimony in matters relating to health violations; initiates court prosecution as necessary. Interprets existing public health laws and regulations for Health Department staff, other departments of the Township of Montclair, and the general public. Coordinates the work of the Health Department and maintains liaison with other health agencies, private physicians, and other individuals conducting health programs in the community, with agencies of Federal, State, County and other municipal governments. Interprets public health needs and services to governmental bodies and the public and promotes necessary and desirable public health programs within the community. Arranges and provides medical advice or consultation for the community. Consults with public, private, and parochial school authorities regarding the advisability of closing schools under certain health conditions that prevail. Directs through the registrar of Vital Statistics the recording of vital statistics records and the registration and reporting of communicable diseases. Gives talks and attends professional and public meetings. Collaborates with nursing staff to ensure effective public health nursing and clinic services.
Requirements:
Bachelor’s degree from an accredited university in Sociology, Public Health, Nursing, Psychology, or Social Work; Master’s Degree as required for licensing for New Jersey Health Officer License. Possession of Health Officer License issued by the Department of Health and Senior Services. Five (5) years supervisory experience in a large public or private social, health, or educational agency embracing a wide experience of social and health problems. Will require off hours availability to work nights and weekends as situations warrant.
Salary Range:
$107,202 - $153,841; includes full benefits.
